STEP-BY-STEP GUIDANCE

1. ASSESSMENT OF YOUR OBLIGATIONS

Classify your packaging

PPWR applies to all packaging, which it classifies in different types: sales packaging, service packaging, grouped packaging, transport
packaging and primary production packaging.

As obligations differ by type, you need to make sure that your packaging is classified correctly.

Make sure you identify all packaging (check the list packaging/non packaging)

Identify your role(s)

How is your business impacted?

The PPWR applies across the entire value chain, impacting nearly all stakeholders and industries involved with packaging.

It outlines various actors, each with distinct responsibilities.

The next step will be to identify your role(s) for each packaging/packaging material, as your obligations will be determined
by the function(s) you hold in the value chain.

2. REVIEW DOCUMENTATION AND GATHER MISSING DATA

To comply with PPWR requirements, you need to record your information in a structured and traceable way.

Before information can be obtained from suppliers and business partners, you must clearly define internally what data is required in the first place.

This requires close coordination between purchasing, packaging development, marketing and regulatory teams, among others.

Our Data Services team supports you in efficiently collecting and managing data from your suppliers.

3. ANALYSE YOUR CURRENT PACKAGING PORTFOLIO AND PRIORITISE MEASURES

PPWR prioritisation starts with focusing on core KPIs derived from Articles 5–12.

The first step is to build a comprehensive “packaging map” across all relevant flows to achieve full visibility of packaging placed on the market.

Actions can then be prioritised based on regulatory timelines and implementation complexity.

4. VERIFY YOUR REGISTRATIONS AND APPOINT AN AUTHORISED REPRESENTATIVE

EPR registration Authorised Representative

Extended Producer Responsibility (EPR) remains a key pillar of the PPWR and is expected to gain further importance.

Producers are required to:

  • Register themselves and all packaging types with national producer registers
  • Join a Producer Responsibility Organisation (PRO)
  • Report quantities for all packaging types in the Producer Register
  • Finance collection and recycling through EPR fees
  • Appoint an Authorised Representative where required by law

Our EPR consulting services support you in meeting these obligations efficiently and ensuring full compliance across all relevant markets.
