WHAT IS THE
DECLARATION OF
CONFORMITY?

A core component of the PPWR is the conformity of packaging.

Who need to do a Declaration of Conformity?

  • Manufacturers: For organisations manufacturing packaging or packaged products for the EU market.
  • Brand Owners: For businesses placing packaged products on the market under their own name, brand or trademark.
  • Modifiers: For organisations importing packaged products or changing packaging with labels, tape or other components.

You must be able to demonstrate your compliance through technical documentation and a written Declaration of Conformity (DoC) for all packaging placed on the EU market.

These documents must clearly identify the packaging it refers to and confirm that it meets all the relevant requirements under articles 5 to 12 of the PPWR.

  • Recycled material content (PCR) in plastic packaging

  • Reuse or refill system capability
  • Packaging size reduced to minimum

Data storage

After packaging is placed on the market, manufacturers are expected to keep records of technical documentation and DoC for the following periods:

  • Single use packaging: 5 years
  • Reusable packaging: 10 years
