More time for clear rules

Germany’s Federal Environment Minister Carsten Schneider has clearly expressed his support for postponing the start date of the EU Packaging and Packaging Waste Regulation (PPWR). In a letter to leading associations from the waste management and packaging industries, he explained that he had already advocated for an extension of the implementation deadline with EU Environment Commissioner Jessika Roswall in June. Specifically, the Federal Ministry for the Environment proposes a new start date of 1 January 2027 instead of the currently scheduled 12 August 2026.

Schneider’s position comes in response to an open letter from numerous industry associations warning of significant practical challenges in implementing the new rules. According to the associations, introducing a new legal framework in the middle of a financial year, combined with the lack of national implementation rules and unclear responsibilities, would undermine planning certainty, block contracts, and potentially destabilise Germany’s dual packaging collection system.

The Social Democratic politician expressed understanding for these concerns and emphasised that an extension of the deadline is necessary to allow national structures to be adjusted in time—particularly with regard to the implementation of extended producer responsibility (EPR) requirements. He also argued that the early federal election scheduled for 2025 left the government with insufficient time to adequately prepare for the implementation of such a complex regulatory framework.

Discussions with the European Commission are already underway. The objective remains to introduce the new packaging rules in an orderly and legally secure manner. However, it remains uncertain whether a unified postponement will ultimately be agreed upon in Brussels.
